Governing Commissions
The Community Expanded Mental Health Services Act [405 ILCS /22] gives residents in any Chicago community the ability to create a community initiated, funded, and approved mental health center. This local mental health center is overseen by a Governing Commission created after a program area approves their Expanded Mental Health Services Program (EMHSP).
Governing Commissions are composed of nine residents appointed to represent their community. These Commissions hold monthly open meetings to discuss business on their EMHSP and are the only entity capable of obtaining and using their community’s funds.
