Should the City Council of Chicago be directed by the voters in the service area of the North River Mental Health Center, 5801 N. Pulaski, to establish a Special Service Area (SSA) to provide direct, free mental health services for alcohol and drug abuse, family conflict, stress on our seniors, domestic violence, child abuse, and mental and emotional illness to the residents living within the boundaries of the SSA. The tax supporting the SSA shall be no higher than an increase of .004 of the real estate property tax bill of all parcels within the boundaries of the SSA (for example, the owner of a single-family home who currently pays $4,000 per year in taxes would realize an increase of $16 per year)???
